ATLANTIC CITY--Michael Sylvester, director of business operations for the Whitman Companies Inc., will present a recent development success story - the revitalization of downtown Butler - at the 92nd annual New Jersey State League of Municipalities Conference, being held at the Atlantic City Convention Center November 13-16.
Prior to its current incarnation as a mixed-use development, the six and a half acre site at the north end of Main Street in Butler sat empty for decades. A fire destroyed the former rubber processing plant housed there in 1967, and aside from a few small industrial projects over the years, the land remained vacant. Whitman was able to recoup a portion of the environmental clean-up costs to the developer while leveraging state funding sources and previous initiatives that allowed the city to study the former industrial site.
Whitman was able to perform the necessary environmental clean up that served as one of the first steps in transforming the abandoned, unproductive site into an upscale residential and neighborhood retail location that anchors the northern gateway to Main Street. Whitman was also able to secure $2 million through the New Jersey Brownfield and Contaminated Site Remediation Act to reimburse Heartstone Development for the cost of a portion of the environmental work. The money will be rebated from sales tax the developer paid for construction materials and taxes generated from new retail tenants.
