Bush Says No To Climate Talks, Yes To Dinner By Jodi LaMarco

President Bush will skip Monday's climate talks at the UN but is expected to attend the "working-dinner" that is to follow the day's events.

Later in the week the U.S. will host its own meeting that will emphasize voluntary emissions targets rather than supporting mandatory actions.

According to Bush's chief environmental adviser, James L. Connaughton, "It's our philosophy that each nation has the sovereign capacity to decide for itself what its own portfolio of policies should be."
