All Talk?

The U.N. climate conference in Vienna brought together representatives from 158 countries in an effort to reach an agreement on acceptable levels for global greenhouse gas emissions.
While mandatory targets will not be enforced, participants agreed that industrialized nations should aim to reduce emissions between between 25 and 40 percent of 1990 levels by 2020.
The week-long meeting in Vienna is expected to set the tone for the climate summit in Bali that will work to create a new agreement to limit emissions once the Kyoto Protocol expires in 2012.
