Parts of Queens experienced severe flooding during an August storm due to a combination of over-development, inadequate sewers, and climate change.

According to Emily Lloyd, DEP commissioner for Queens, "Water systems are the canary in the coal mine for climate change." The city's sewer system is able to handle between 1.5 and 1.75 inches of rainfall per hour, but wastewater plants claim that rainfall was inundating pipelines at four inches an hour during the storm.

More than 1,300 buildings in Queens were damaged by the severe weather, 460 of which have been deemed uninhabitable.
