The International Energy Agency says the world needs to draft laws to that will help foster the budding carbon-capture industry.

The agency estimates that underground sequestration of carbon will be one of the most effective methods of reducing emissions by 2050. While the technology could help fossil fuel-powered energy plants to remain in operation, questions regarding liability in the event of a leak remain unanswered.
