England will require all fuel used for transport to be blended with five percent biodiesel by 2010, and may increase the requirement to 10 percent by 2015. Raised standards would force Britain to import additional biofuel to meet demands.
According to England’s national Non-Food Crops Centre, it may be possible to use biomass such as garden waste, wood, and straw as sources of what is known as “second biofuel” if tax breaks are implemented to offset start-up costs. Second-generation biofuel plants can cost five to ten times as much as traditional biofuel facilities.
