Birds of a Feather?

The European Union and U.S. have agreed to combine their efforts to reduce aircraft emissions.
Plans include developing a system to cut fuel consumption by saving engine power during landing.
The collaboration comes amid proposals by the E.U. to “include aviation in the emission rights trading system," according to EU Transport Commissioner Jacques Barrot. The suggestion has raised eyebrows among U.S. officials who have warned that including the U.S. in E.U. cap-and-trade programs could violate international aviation and trade laws.
